Meeting of the Board of Supervisors at their office, 200 E. Bridge St, Elkader, IA

The board approved claims for payment.

Motion by Gibbs, seconded by Bockenstedt, to approve resolution # 13-2009 regarding a letting for project L-SC 2009 Seal Coat. Ayes: Gibbs, Bockenstedt, Keehner

RESOLUTION # 13-2009
BE IT HEREBY RESOLVED by the Board of Supervisors of Clayton County, Iowa, that the County Auditor is directed to advertise for bids on the following project:

L-SC 2009 Seal Coat project located on the following roads: 125th Street, Monona, Section 14; 138th Street, Mendon, Section 21; 190th Street, Farmersburg, Sections 15, 16, 17, 20, 21, 22; Keystone Road, Clayton, Section 22; Granite Ave, Read, Sections 6 & 7; 230th Street, Read, Sections 7 & 8; Main Street in Farmersburg; South Main Street in St Olaf; North Main Street in St Olaf; Hill Street in St Olaf; Mississippi Road, Jefferson, Section 29 and Clayton, Section 20; Emblem Road, Cox Creek, Sections 16, 17, 20, 21 & 22; Evergreen Road, Cox Creek, Section 22; Streets in Mederville; 322nd Street in Littleport; 325th Street in Littleport; and Elm Road in Littleport. Approximately 11.29 miles.

Bids will be received until 11:00 A.M. July 1, 2009 at the Clayton County Auditor’s office in the Courthouse in Elkader, Iowa.

Motion by Gibbs, seconded by Bockenstedt, to approve resolution # 14-2009
Regarding establishment of the Northeast Iowa Housing Trust Fund. Ayes: Gibbs, Bockenstedt, Keehner

RESOLUTION # 14-2009
RE: ESTABLISHMENT OF THE NORTHEAST IOWA REGIONAL HOUSING TRUST FUND

BE IT RESOLVED by the Clayton County Board of Supervisors as follows:

WHEREAS, there are various unmet housing needs for low and moderate income residents of Clayton County;

WHEREAS, there is a need to more effectively manage the housing concerns and needs on a county-wide basis;

WHEREAS, the county desires to work in partnership with the municipalities and coordinate and secure various public and private resources to address the affordable housing needs in Clayton County;

WHEREAS, opportunities exist to secure resources to address the various housing needs within the county by the establishment of a county-wide local housing trust fund.

BE IT THEREFORE RESOLVED that the Clayton County Board of Supervisors does hereby establish and create in partnership with the Northeast Iowa Regional Housing Trust Fund. The Northeast Iowa Regional Housing Trust Fund shall promote and coordinate long-term planning and pursue funding opportunities to address affordable housing needs of the county.

BE IT FURTHER RESOLVED that the Northeast Iowa Regional Housing Trust Fund shall have a broad-based Board of Directors whose representation shall include local municipalities which choose to participate. The Board shall be charged with identifying, securing and allocating resources for the Northeast Iowa Regional Housing Trust Fund.

Motion by Bockenstedt, seconded by Gibbs, to approve resolution # 15-2009
regarding operating transfers for fiscal year ending June 30, 2009. Ayes: Gibbs, Bockenstedt, Keehner

RESOLUTION # 15-2009

WHEREAS, the county budget for fiscal year ending June 30, 2009, contains operating transfers from one operating fund to another fund,

WHEREAS, those operating transfers need to be executed throughout the fiscal year as budgeted and the need appears,

THEREFORE BE IT RESOLVED by the Clayton County Board of Supervisors that the County Auditor be directed to execute the operating transfers as budgeted for fiscal year ending June 30, 2009, and any temporary transfers needed to cover fund balance deficits for the short term,

BE IT FURTHER RESOLVED by the Clayton County Board of Supervisors that the County Auditor be directed to execute the operating transfers as budgeted in the County Assessor's budget for fiscal year ending June 30, 2009

Motion by Bockenstedt, seconded by Gibbs, to approve renewal of the cigarette permit to DTM, Inc. dba Fast Trak for fiscal year ending June 30, 2010. Ayes: Gibbs, Bockenstedt, Keehner

Motion by Bockenstedt, seconded by Gibbs, to approve a fireworks permit to be held on the Kim Shearer property and authorize the County Auditor to approve other fireworks permits presented for approval. Ayes: Gibbs, Bockenstedt, Keehner

The board and county engineer discussed a quiet title action on Spring Street near McGregor. The board authorized the county engineer to see that an objection is filed to the quiet title action.
