Meeting of the Board of Supervisors at their office, 200 E. Bridge St., Elkader, IA.

Present:  Wayne Bockenstedt, Randy  Keehner  Absent:  Larry Gibbs

 

The board gave their approval to proceed with an urban renewal plan, tax abatement and TIF agreement for Willmark Energy for an ethanol production plan.

 

The board approved claims for payment.

 

The board held the first public hearing on a rezoning request for Willmark Energy from A-1 to M-2 Heavy Industrial.  The purpose of the request is to build a 25 million gallon ethanol plant. There were seven people from the public present at the hearing. The minutes of the Planning & Zoning Commission were available with the comments made at their hearing.  The same concerns expressed at the P & Z Commission hearing were expressed.  Additional concerns were the volatility of all the propane, natural gas and ethanol to be stored on site. The benefits to Clayton County were inquired.  The intention is to create 32 jobs, use as many local contractors for construction and will collect sales tax, local option sales tax and school infrastructure local option sales tax.  What emissions were for the plant was asked.  The volatile emissions will be burned off.  The amount of water used in the production was questioned.  The possibility of reuse of water and amount of water was discussed.  The electricity will come from Alliant Energy.  Access to the property will be a new driveway from Highway 18 for trucks.    The economics of the plant was questioned.  Emissions and water

discharge were questioned. It was asked that the rezoning be only for this ethanol plant and would revert back to A-1.

 

Motion by Keehner, seconded by Bockenstedt, to approve the first reading of the rezoning request of Willmark Energy from A-1 to M-2 Heavy Industrial.  Ayes:  Bockenstedt, Keehner

 

The preliminary plat of Christner’s Subdivision was presented to the board for approval.  Motion by Keehner, seconded by Bockenstedt, to approve the preliminary plat of Christner’s Subdivision.  Ayes:  Bockenstedt, Keehner

 

Motion by Keehner, seconded by Bockenstedt, to approve the Clayton County Bioterrorism Emergency Plan.  Ayes:  Bockenstedt, Keehner
