Present: Larry Gibbs, Wayne Bockenstedt, Randy Keehner Motion by Bockenstedt, seconded by Keehner, to approve resolution # 22-2007 regarding appropriation of funds for fiscal year ending June 30, 2008. The board approved a claim for payment on the mental health note with FreedomBank. A second public hearing on the amendment to Ordinance #1-2003 to extend the school local option sales and services tax to December 31, 2022. There were no objections heard. Motion by Keehner, seconded by Bockenstedt, to approve the second and final reading of the amendment to Ordinance # 1-2003. Ayes: Gibbs, Bockenstedt, Keehner A public hearing was held on a zoning change from A-1 to C-1 for Don Bries on property described as approximately 2 acres located in Lot 1 in the SW 1/4 of the NE 1/4 of Section 6, T92N, R2W, Jefferson Township, Clayton County, Iowa. Motion by Bockenstedt, seconded by Gibbs, to approve the first reading of the zoning change with the stipulation that the land be used for the sales and service of homes, along with the associated business office and that if a transfer of ownership occurs the land will automatically revert back to Agriculture (A-1) and the new owner will have to request rezoning if they wish to operate a business on that land. Motion by Bockenstedt, seconded by Gibbs, to approve a 4% increase to the following non-union department and non-deputy employees. The employees in the Sheriff and Engineer Office who are not under union contract receive the amount of increase that the union receives. Those receiving 4% increase in salary are: Owen Sylvester, Custodian Susie Sylvester, Custodian Elmer Schuety, Garbage Monitor Boyd Rodamaker, Garbage Monitor Malcom Whittle, Garbage Monitor Janet Ott, Health & Zoning Administrator/E911 Donna Metzger, Health & Zoning Secretary/E911 Joel Biggs, Emergency Mgt. Director/E911 Director Jean Gage, CPC/General Relief/Veterans Affairs
