Meeting of the Board of Supervisors in their office, 200 E. Bridge St., Elkader, IA. Present: Wayne Bockenstedt, Randy Keehner Absent: Larry Gibbs (attending funeral in morning)
The County Auditor certified Peggy Lane and Jennifer Garms, Deputy Auditors, salary percentages as 61% effective on the payroll for August, 2007.
A public hearing was held regarding an animal confinement construction permit for S & J Piglets (Steve and John Kregel) in section 28 of Farmersburg Township. Larry Stone was present for the hearing. He voiced the following concerns: Although this application appears to have met basic state requirements, I¹m quite concerned about building or expanding this type of operation in an area of known karst topography. I fear a very real risk of groundwater contamination. I also question the advisability of spreading large amounts of manure in the watersheds of Roberts Creek and Dry Mill Creek, as proposed in the manure management plan. In addition to the threats to groundwater and to the surface water, Roberts Creek is an important smallmouth bass fishery, while Dry Mill is a put-and-grow cold water trout stream. (The headwaters of Buck and North Cedar/Sny Magill Creeks also are less than 2 miles from the CAFO site. Spreading manure in those watersheds also would risk contaminating important cold water streams.)
State and county officials need a better way to assess the cumulative impacts of animal feeding operations on northeast Iowa¹s unique ground water and surface water resources. We need to do more to prevent contamination of these resources on which both our agricultural and tourism economies are based.
The board declared the public hearing adjourned.
