Meeting of the Board of Supervisors at their office, 200 E. Bridge St., Elkader, IA.

Present:  Gibbs, Bockenstedt, Keehner

 

The board approved claims for payment.

 

Motion by Keehner, seconded by Bockenstedt, to approve resolution # 11-2007 regarding authorization for renters to sign up for FSA programs.  Ayes:  Gibbs,

Bockenstedt, Keehner

 

Resolution # 11-2007

 

WHEREAS, Clayton County rents farmland that it owns,

 

WHEREAS, Farm Service Agency requires documentation of the rental agreement and other paperwork in order to sign up for the farm programs,

 

THEREFORE BE IT RESOLVED by the Board of Supervisors of Clayton County that authorization be provided to the Farm Service Agency for the renters of county farm land to sign official paperwork as required by the federal government and to name each of the county supervisors as authorized signatories for the same.

 

Bids and bid bonds were received and opened on Project L-706(07) on Granite Ave as follows:

Motion by Keehner, seconded by Bockenstedt, to accept the low bid of C J Moyna & Sons, Inc. of $248,583.45 for Project L-706(07) on Granite Ave.  Ayes:  Gibbs, Bockenstedt, Keehner

Resolution # 12-2007

 

A RESOLUTION OF CLAYTON COUNTY BOARD OF SUPERVISORS PETITIONING THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT FOR EXTENSION OF CLAYTON COUNTY ENTERPRISE ZONES

 

WHEREAS, Clayton, Iowa, is an eligible “Enterprise Zone” county pursuant to 2005 Iowa Code Sections 15E.191 – 15E.196, and;

 

WHEREAS, Clayton County has successfully implemented tenets of the Iowa Enterprise Zone program, and;

 

WHEREAS, the Iowa Enterprise Zone program has proven of great benefit to businesses, individuals and citizens of Clayton County, Iowa, and;

 

WHEREAS, there has arisen a legitimate developmental need to extend the expiration deadline for, and stipulate relocation of, the amended Enterprise Zoned areas comprising of 5085.05 acres and certified by the Iowa Department of Economic Development, and;

 

WHEREAS, relocation and extension of Enterprise Zones is rendered possible via Senate File 2183: An Act Relating to the Certification of Enterprise Zones and Incentives and Assistance Under the Enterprise Zone Program and Including Effective Date and Retroactive Applicability Provisions, signed into law by Governor Thomas J. Vilsack on May 31, 2006, and;

 

WHEREAS, Iowa statutes confer responsibility for Enterprise Zone administration upon the Iowa Department of Economic Development.

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Clayton County, Iowa, request the following actions of the Iowa Department of Economic Development:

 

  1. That attached Enterprise Zoned areas currently denoted as the following:

    • Legal description of existing Enterprise Zones established in Clayton County.

    • This Enterprise Zone is 5085.05 acres in size.

    • Be officially known hereafter as:

      • The legal description(s) submitted of the new Enterprise Zone(s) accurately describe the new boundaries.  This Enterprise Zone is 5085.05 acres in size.

  2. That the expiration date of Clayton County, Enterprise Zones as filed, be extended correlative with the letter and intent of Senate File 2183.

  3. That the Board of Directors of the Iowa Department of Economic Development considers this petition at its next regularly scheduled meeting.

 

Motion by Keehner, seconded by Bockenstedt, to approve the minutes of March 12, 21, 28 and April 2 and 4, 2007.  Ayes:  Gibbs, Bockenstedt, Keehner
