Meeting of the Board of Supervisors at their office, 200 E. Bridge St., Elkader, IA. Present: Robert Walke, Neil Meyer, Larry Gibbs
Bids were opened for asbestos abatement and demolition of Gerald Funk property. Asbestos abatement bids were as follows: Affordable Hazards Removal $2,200; Abatement Specialities $1,757; Environmental Management Services $1,875; Iowa-Illinois Taylor $36,000. Motion by Meyer, seconded by Walke, to accept the bid of Abatement Specialites of $1,757. Ayes: Walke, Meyer, Gibbs
Bids were opened for demolition of Gerald Funk property. Bids were as follows: Keppler Custom Hire $4,500; C.J. Moyna & Sons, Inc. $2,200. Motion by Walke, seconded by Meyer, to accept the bid of C.J. Moyna & Sons, Inc. of $2,200. Ayes: Walke, Meyer, Gibbs
The Board of Supervisors of Clayton County, Iowa, met on September 25, at 10:30 o’clock a.m., at the County Courthouse, Elkader, Iowa. The Chairperson presided and the roll was called showing the following Supervisors present and absent: Present: Robert Walke, Neil Meyer, Larry Gibbs Absent: None Supervisor Walke introduced a resolution hereinafter next set out and moved its adoption, seconded by Supervisor Meyer; and after due consideration thereof by the Board, the Chairperson put the question upon the adoption of the said resolution and the roll being called, the following named Supervisors voted: Ayes: Robert Walke, Neil Meyer, Larry Gibbs Nays: None Whereupon, the Chairperson declared the resolution duly adopted as follows: RESOLUTION NO. 30-2006 To fix a date for a public hearing on a General Obligation Sewer Improvement Loan and Disbursement Agreement WHEREAS, the Board of Supervisors (the “Board”) of Clayton County, Iowa (the “County”), has proposed to enter into a General Obligation Sewer Improvement Loan and Disbursement Agreement (the “Agreement”) in a principal amount not to exceed $31,000 pursuant to the provisions of Section 331.402 of the Code of Iowa for the purpose of paying the cost, to that extent, of constructing improvements to certain sanitary sewer treatment facilities for the county jail and the county care center, and it is necessary to fix a date of meeting of the Board at which it is proposed to take action to enter into the Agreement and to give notice thereof as required by such law; NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Clayton County, Iowa, as follows: Section 1. The Board shall meet on the 9th day of October, 2006, at the Board Office, Elkader, Iowa, at 10 o’clock a.m., at which time and place a hearing will be held and proceedings will be instituted and action taken to enter into the Agreement. Section 2. The County Auditor is hereby directed to give notice of the proposed action on the Agreement setting forth the amount and purpose thereof, the time when and place where the said meeting will be held by publication at least once and not less than four nor more than twenty days before the meeting, in a legal newspaper which has a general circulation in the County. The notice shall be in substantially the following form: NOTICE OF PROPOSED ACTION TO INSTITUTE The Board of Supervisors of Clayton County, Iowa, will meet on the 9th day of October, 2006, at the Board Office, Elkader, Iowa, at 10 o’clock a.m., for the purpose of instituting proceedings and taking action to enter into a loan and disbursement agreement (the “Agreement”) and borrow money in a principal amount not to exceed $31,000 for the purpose of paying the cost, to that extent, of constructing improvements to certain sanitary sewer treatment facilities for the county jail and the county care center.
The Agreement will constitute a general obligation of Clayton County and is proposed to be entered into pursuant to authority contained in Section 331.402 of the Code of Iowa. At the aforementioned time and place, oral or written objections may be filed or made to the proposal to enter into the Agreement. After receiving objections, the Board may determine to enter into the Agreement, in which case, the decision will be final unless appealed to the District Court within fifteen (15) days thereafter. All resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed to the extent of such conflict. Passed and approved September 25, 2006.
The County Auditor certified the salary percentage of Deputy County Auditor, Jeff Feldmann, at 71% of the County Auditor’s salary effective on the payroll for September, 2006.
