Meeting of the Board of Supervisors in their office, 200 E. Bridge St., Elkader, IA.
Present: Robert Walke, Neil Meyer, Larry Gibbs
The board opened bids on the purchase of a new motor grader with a trade-in from Martin Equipment, Ziegler and Spreitzer, Inc.
Motion by Meyer, seconded by Walke, to delay action on the purchase until data can be analyzed further.
The board held an auction for the rental of the county’s farmland for a three year period. The results were as follows: Sale Barn Bottom- 24 acres at $200/acre to Mary Drahn; Old Landfill- 51 acres at $177/acre to Mary Drahn; Scenic Acres-120.2 acres at $181/acre to Mary Drahn; Scenic Acres pasture-20 acres at $60/acre to Mark Troester.
Motion by Meyer, seconded by Walke, to hire Diane Breitsprecher, Court Attendant, to update the publications in the law library at $10 per hour for 1 hour per month. Ayes: Walke, Meyer, Gibbs
Motion by Meyer, seconded by Walke, to appoint Norieta Kramer, Strawberry Point to replace Susan Goodman for a term ending December 31, 2008. Ayes: Walke, Meyer, Gibbs
Motion by Meyer, seconded by Walke, to approve resolution # 39-2006 regarding authorization to participate in the Iowa tax and tags internet services portal for online payment of property taxes and vehicle license renewal fees. Ayes: Walke, Meyer, Gibbs

WHEREAS, it is beneficial for those persons who pay taxes and fees to the Clayton County Treasurer to be able to make those payments online through the internet, if they choose to do so; and it is cost-efficient and fiscally prudent to lower the County Treasurer’s cost of providing payment services by making available online internet payment options,
THEREFORE IT IS MOVED AND RESOLVED that Clayton County does hereby agree to the terms of the Agreement Regarding Distribution of Revenues Received Electronically Through the Iowa Tax and Tags Portal for Internet Services and does hereby authorize the Clayton County Treasurer to execute and implement this agreement with the Polk County Treasurer on behalf of Clayton County. The Board of Supervisors acknowledges that this agreement designates and approves the Polk County Treasurer’s Internet Clearing Account as a depository of public funds for the purpose of completing an electronic financial transaction pursuant to Chapter 12C of the Code of Iowa. This designation is made for the purpose of protecting the public funds of this county from loss and exempting the Treasurer and the Board of Supervisors from liability for loss pursuant to Chapter 12C of the Code of Iowa.
IT IS FURTHER MOVED AND RESOLVED that Clayton County does hereby agree to the terms of the Agreement between the Clayton County Treasurer and Iowa Interactive, LLC to provide the Treasurer with internet portal services and does authorize the Clayton County Treasurer to execute and implement the agreement with Iowa Interactive, LLC.
Motion by Meyer, seconded by Walke, to approve resolution # 40-2006 regarding allowing for increased deposits in various institutions. Ayes: Walke, Meyer, Gibbs

BE IT RESOLVED, that the Board of Supervisors of Clayton County, Iowa, approve the following list of financial institutions to be depositories of the funds of Clayton County, Iowa, in accordance with all provisions of the Code of Iowa (2005), Chapter 12C. The named county officer is hereby authorized to deposit funds in amounts not to exceed the maximum approved for each respective financial institution.
