A public hearing was held for a proposed ordinance entitled “An ordinance restricting the location of potential sources of contamination within close proximity to public water wells within Clayton County, Iowa.” This ordinance is required by the Iowa Dept. of Natural Resources in order to issue a public well permit for the new Clayton County Law Enforcement Center being constructed.
No one from the public was present to object or comment. Gibbs motioned, Walke seconded, to approve the first reading of the ordinance.
Ayes: Walke, Meyer, Gibbs
A public hearing was held on a proposed amendment to Ordinance # 1-2001 “Establishing election precincts in Clayton County, Iowa.” This amendment would consolidate the county voting precincts from 25 in number to 14. This action is highly recommended by the Iowa Secretary of State and is in reaction to the federal HAVA legislation and ADA requirements. Roland Jones and Francis Forst from Giard precinct were present to voice their concerns. Motion by Walke, seconded by Gibbs, to approve the first reading of the proposed amendment. Ayes: Walke, Meyer, Gibbs
Tim Engelhardt, Chairman of the County Safety Committee, met with the board to request them to adopt a supervisor’s safety performance evaluation on supervisory positions for safety guidelines of IMWCA. Motion by Walke, seconded by Gibbs, to adopt this policy for a one year trial basis. Ayes: Walke, Meyer, Gibbs
Barb Taylor and several residents near the Heiderscheit Road in Buena Vista Township met with the board to discuss resurfacing of 1.8 miles of the road. Rafe Koopman, County Engineer, was also present. The possibility of seal coating the road was discussed, but no action taken at this time.
Because Iowa Code section 331.904(1.2-1.3) states in part, “the amount of the annual salary of each deputy shall be certified by the principal officer to the board, and if a deputy’s salary does not exceed the limitations specified in this sub-section, (80% for the first and second deputy, 75% for each additional deputy, 85% for deputy sheriff and assistant county attorney), the board shall certify the salary to the auditor,”
Whereas, Jeff Feldman, Deputy Auditor, has completed six months of employment,
Therefore, Dennis Freitag, County Auditor, certified his salary percentage as 66% of the County Auditor’s salary effective on the September 2005 payroll. Motion by Walke, seconded by Gibbs, to accept the certification from the County Auditor. Ayes: Walke, Meyer, Gibbs
Robert Hamann, County Sheriff, met with the board to discuss increasing the mileage rate for the Sheriff’s Dept. while serving notices due to the recent increases in the price of gasoline. Motion by Gibbs, seconded by Walke, to raise the rate from $.375/mile to $.485/mile. Ayes: Walke, Meyer, Gibbs
