Meeting of the Board of Supervisors at their office, 200 E. Bridge St., Elkader, IA.

Present:  Robert Walke, Neil Meyer, Larry Gibbs

 

The board received bids on the sale of the lawn tractor and attachments at the courthouse (as is with the engine not running) as follows:

Motion by Walke, seconded by Gibbs, to accept the bid of Kevin Groth of $556.65 on the sale of the lawn tractor.  Ayes:  Walke, Meyer, Gibbs

A second public hearing was held on a proposed ordinance for the uniform rural address and road naming system with no objections or comments presented.  Motion by Walke, seconded by Gibbs, to approve the second reading and waive the third hearing of the ordinance.  Ayes:  Walke, Meyer, Gibbs

 

Les Pritchard expressed concerns about the level B class road to his house regarding a hole in an 18” culvert pipe and the need to improve the road due to the future construction of another house by his daughter, how narrow and the general condition of the road, and the snow and sight problem that the hill creates.  He wants the level B maintenance sign taken down. The County Engineer explained that prior to the “class B” designation the road was a “legal but not open road”.  Mr. Pritchard says that he was living there when the class B designation was made which he says was illegal and will sue for discrimination if the road is not fixed up. 

Mr. Pritchard lives in Allamakee County and the new house would be built in Allamakee County.  A road also comes into the property from Allamakee County. 

 

Rafe Koopman, County Engineer, presented quotes for metal corrugated pipe from IlIowa Culvert Low Moor, Iowa $20,188.00;  Johnston Fargo Culvert, St Paul, MN $27,345.20;  Metal Culverts, Inc., Jefferson City, MO $15,162.52;  Midwestern Culvert, Ankeny, IA $15,635.50;  Northern Iowa Const. Products, Cedar Falls, IA $16,645.25.

 

Motion by Gibbs, seconded by Walke, to accept the quote Metal Culverts, Inc., Jefferson City, MO of $15,162.52 for quoted metal corrugated pipe.  Ayes:  Walke, Meyer, Gibbs

 

Rafe Koopman, County Engineer, presented a quote for a salt and sand mixing plant for secondary road department from Sutton Welding, Winthrop, IA, of $62,800.   

 

Motion by Walke, seconded by Gibbs, to accept the quote of Sutton Welding for construction of a salt and sand mixing plant at $62,800.  Ayes:  Walke, Meyer, Gibbs

 

Motion by Walke, seconded by Gibbs, to approve the quarterly fee report of the Auditor, Recorder and Sheriff.  Ayes:  Walke, Meyer, Gibbs

 

Motion by Walke, seconded by Gibbs, to approve a contract for jail cell modules in the Clayton County Law Enforcement Center to Barbour Building Systems.  Ayes:  Walke, Meyer, Gibbs

Motion by Gibbs, seconded by Walke, to approve the minutes of July 5, 6 and 11.  Ayes:  Walke, Meyer, Gibbs
