Meeting of the Board of Supervisors in their office on East Bridge St., Elkader.

Present: Meyer, Gibbs, and Walke.

 

Upon receiving written requests from the Outlook at Monona, Clayton County Register, Elkader, and the Guttenberg Press, Walke moved to designate those three as official newspapers for 2005.  Gibbs seconded and all voted aye.

 

Carolyn Corbin, with UERPC, Postville, County Engineer Rafe Koopman, and Don and Angie Runde, Monona, met with the board to request support for the expansion of their business, Clayton County Recycling.  Walke moved to approve a resolution of support.

 

RESOLUTION #2 - 2005 WHEREAS, Clayton County recognizes that the proposed job growth is important for the economic vitality of Clayton County and,

 

WHEREAS, Clayton County Recycling Inc. proposes an expansion to their business including new jobs, a capital expansion of the business, and development of a railroad spur.

 

NOW, THEREFORE, BE IT RESOLVED, that the Clayton County Board of Supervisors authorizes the application to the Iowa Department of Economic Development, the Iowa Department of Transportation, and any other State program that can participate in or assist this plant expansion.

 

ADDITIONALLY, Clayton County authorizes the signing of any necessary contracts or loan documents related to State funding, if funding is approved.

 

Clayton County certifies that an immediate non-speculative opportunity exists for permanent job creation and/or retention.

 

State assistance is necessary for the road work required in order to install a railroad spur to the business.  Without state assistance, the business expansion could instead locate in Wisconsin.

 

The roadway related to this project is and will continue to be dedicated to public use and will be adequately maintained.

 

All resolutions or parts of resolutions in conflict are hereby repealed to the extent of such conflict.

 

Gibbs seconded and all vote aye.

 

Gibbs moved to approve minutes of January 12.  Walke seconded and all voted aye.

 

Chairman declared meeting adjourned.
