Meeting of Board of Supervisors at their office, 200 E. Bridge St., Elkader, Iowa.

Present:  Robert Walke, Neil Meyer, Larry Gibbs

 

A public hearing was held regarding the preliminary plat of 123.66 acres for Emerald Valley Estates Subdivision.  No objections were heard. Concerns were expressed regarding whether the County Engineer has reviewed the plat by Jerry Thomas.

 

Motion by Gibbs, seconded by Walke, to approve the preliminary plat of Emerald Valley Estates Subdivision, waive the 3rd hearing, and with the understanding that the county will not dedicate the streets and roads inside the subdivision as county roads. Ayes-Walke, Meyer, Gibbs

 

A public hearing was held regarding the preliminary plat for 17.55 acres of River Bluff Resort Subdivision.  Concerns were expressed regarding:   the residential component of the development in the River Bluff Resort TIF area, further subdividing of the 17.55 acres being prohibited, cul de sac length as stated in the zoning ordinance, the preliminary plat and planning and zoning board minutes was not present at the beginning of the hearing (which was present before the hearing was over), presence of the owners of the real estate at this hearing, the open spaces component of the plat, the Federal Farmland Act in relation to an assisted living center, an impact study, the amount of money spent by the county for River Bluff Resort, why ditches are not being cleaned out around Stanley Thomas’s property.

 

After 30 minutes of discussion, a motion was made by Walke, seconded by Gibbs, to approve the preliminary plat of 17.55 acres of River Bluff Resort Subdivision, to waive the 3rd hearing, and with the understanding that the county will not dedicate the streets and roads inside the subdivision as county roads. Ayes-Walke, Meyer, Gibbs

 

Motion by Walke, seconded by Gibbs, to approve a change in the status of Malcom Whittle, garbage monitor, from temporary part-time to permanent part-time status at 1/3 benefits.  Ayes:  Walke, Meyer, Gibbs

 

 Motion by Gibbs, seconded by Walke, to approve the minutes of January 31st and February 14, 2005.  Ayes-Walke, Meyer, Gibbs
