Meeting of the Board of Supervisors in their office on East Bridge St., Elkader. Present: Walke, Meyer, and Gibbs
Owen Sylvester, Keith Mohning, and Dave Gibney, representing Natural Resources Conservation Service, requested the Board to continue county funding for conservation purposes in Clayton County. Meyer moved to grant $800 to NRCS. Gibbs seconded and all voted aye.
A public hearing was held at 10:30 for the purpose of amending the Planning and Zoning Ordinance. At the opening of the hearing, Greg Koether presented a copy of state code section 335.6, with the accompanying explanation from ISU Extension, which referred to notice of public hearings. Ron Kleinow objected to holding the hearing, because of alleged Code violations concerning public hearings. Harlan Dettman also objected, based on the Iowa Code section on public hearing notices. Larry Stone offered several comments on public perception of the proposed amending at this time. He was concerned about setting precedents which may not be in the county's best interest, and the appearance of undermining the current Planning and Zoning Commission's duties. Meyer moved to approve the first hearing. Gibbs seconded and all voted aye.
Rafe Koopman, County Engineer, brought a 28E agreement with the City of Marquette to the board for their approval. The agreement provides for sharing Road Use Tax Funds with Clayton County, in amounts determined by the share of road maintenance each entity is responsible for. Gibbs moved to approve. Meyer seconded and all voted aye.
County Recorder Sue Meyer met with the board to tell them of her plans for developing a website for the Clayton County Recorders Office, whereby members of the public could access public documents from her office online. Fees will be enacted to view or download actual documents.
Gibbs moved to approve minutes of November 8 and 17. Meyer seconded and all voted aye.
