Meeting of the Board of Supervisors in their office on East Bridge St., Elkader. Present: Walke and Gibbs. Absent: Meyer
Claims were approved for payment.
Nancy Everman and Lori Barry with HAWC Partnerships for Children met with the board to present a recap of their program for the past year..
A second public hearing was opened for hearing comments on request from R.D. Witter Farm Corp., Danny & Lynette Sanders, James & Margaret Schultz, Carlton and June Witter and River Bluff Resort, LLC, for property described as (Approximately 17.55 acres located in Pat of the South Half of Section 30, and the North Half of Section 31, all in T95N, R3W, Mendon Township; Clayton County, Iowa). Applicants wish to present the Preliminary and Final Plats for zero lot line condominiums for River Bluff Resort and change the present zoning classification of A-1 (Prime Agricultural) to C-1 (Commercial). Fifteen persons were present. In addition to the four concerns voiced on October 29, which were addressed, the following items were brought to the attention of the board, by Jerry Thomas: The seven day written notice to P/Z members is a part of the ordinance, page Z-61, 6.19 Open space is addressed on page S-21 3.12 The legal description (name) is not consistent on plat and application. Final plat requirements are not complete, based on S-12 4.
Gibbs moved to table action on this request until 3:00 p.m. this date, so the board can consult with the County Attorney, for advice on the items brought to the board's attention at this morning's hearing. Walke seconded and both voted aye.
Gibbs moved to accept the resignation of Ed Blume, Strawberry Point, as a Veterans Affairs Commissioner, because he has moved out of the county. Walke seconded and both voted aye.
Gibbs moved to approve the appointment of Gene Cooper, Strawberry Point, as a Veterans Affairs Commissioner, filling the vacancy created by Ed Blume's resignation, for the remainder of the term expiring 12-31-08. Walke seconded and both voted aye.
Because Herb Kann, Guttenberg, has expressed a desire to retire from the Pioneer Cemetery Commission at the end of his term, (12-31-04), Gibbs moved to appoint Kent Werges, Elkader, to that position, for a three year term, expiring 12-31-07. Walke second and both voted aye.
Gibbs moved to approve and sign the contract and bond for the low bidder, K Construction, for $110,708.14 for Project L-1905, replacing an old bridge with a box culvert on Belgian Rd, in Section 2, Cass Twp. Walke seconded and both voted aye.

The public hearing was reconvened at 3:00 p.m. Following advice from County Attorney Kevin Clefisch, Gibbs then moved to recess this hearing until Wednesday, November 3, at 11:00 a.m. to seek further information. Meyer seconded and all voted aye.
Gibbs moved to approve minutes of October 27 and November 1. Meyer seconded and all voted aye.
