Meeting of the Board of Supervisors in their office on East Bridge St., Elkader

Present: Walke, Meyer, and Gibbs

 

Claims were approved for payment

 

Meyer moved to approve and sign a contract (one year 7-1-05 to 6-30-06, renewable) for library services, amending the previous contract.  This change is necessitated by the unincorporation of the City of Littleport and thus the closing of the Littleport Library, (taxes received since May, 1999 will be redistributed).  The contract, with 20¼¢ per thousand dollars of valuation providing the funds, is divided into 21 equal parts, with distribution as follows: one part each to Volga, Farmersburg and the Clayton County portion of Edgewood and three parts each to Elkader, Guttenberg, McGregor, Garnavillo, Monona, and Strawberry Point, to provide library services for rural residents.  Gibbs seconded and all voted aye.

 

Vicki Bloxum, with UERPC, brought documents to the board for approval for the Elkader Child Care project to draw down reimbursement for expenses incurred to this date.  Meyer moved to authorize payment of the block grant reimbursement of $11,738.00.  Gibbs seconded and all voted aye.

 

The second public hearing was held on a request from Bill Burke for approval of a preliminary plat for Breezy Point II, approximately 109.28 acres, a Subdivision of Lot 98, Part of Lot 99, Part of Lot 132, and Part of Lot 133 of the Basil Giard Claim Number One and part of the East ½ of Section 20 and the West ½ of Section 21, T95N, R2W, also including Lots 27. 28, 30, 31, 33, and 34 of Breezy Pointe SD.  No objectors appeared.  Gibbs moved to accept the Planning and Zoning Commission's recommendation, approving the preliminary plat, subject to Item E - utility issues, road width and road names, which shall be addressed, and to waive the third hearing.  Meyer seconded and all voted aye.

 

The second public hearing was held on a request from applicants R.D. Witter Farm Corp., Danny and Lynette Sander, James and Margaret Schultz, Carlton and June Witter and River Bluff Resort, LLC, for property described as: Approximately 17.55 acres located in Part of the South Half of Section 30, and the North Half of Section 31, all in T95N, R3W, Mendon Township, Clayton County, Iowa.  Applicants requested a change in zoning classification from the present A-1 (Agricultural) to the proposed zoning classification of R-2 (Residential Multifamily Dwelling).  No objections were received.  Meyer moved to follow the Planning and Zoning Commission's recommendation and approve the zoning change, as requested, and waive the third hearing.  Gibbs seconded and all voted aye.

 

Because Iowa Code Section 331.904, sub-paragraphs 1, 2, and 3 state, in part, "the amount of the annual salary of each deputy shall not exceed the limitations specified in this sub-section (80% for first and second deputy, 75% for each additional deputy (85% for deputy sheriff and county attorney), the board shall certify the salary to the auditor), Meyer made a motion to accept the following certifications from County Recorder Sue Meyer:

    Rhonda Donlon, First Deputy        increase from 77.5% to 80%

    Debra Tyer, Second Deputy         increase from 47% to 50%

Gibbs seconded and all voted aye.

 

Gibbs moved to approve the following reappointments:

    Myra Voss, Elkader - Pioneer Cemetery Commission, term ending 12-31-07

    Pat Keleher, Elkader - Planning and Zoning Commission, term ending 12-31-09

    Clyde Jennings - Board of Adjustment, term ending 12-31-09

    Jim Langhus - Conservation Board, term ending 12-31-09

Meyer seconded and all voted aye.

 

After discussion with Recorder Sue Myer, Conservation Director Tim Englehardt, Diane Collins, Deputy Treasurer, Gibbs moved to set the following holidays for 2005/2006:

    February 21 - President's Day

    March 25 - Good Friday

    May 30 - Memorial Day

    July 4 - Independence Day

    Sept 5 - Labor Day

    Nov 11 - Veteran's Day

    Nov 24 - Thanksgiving Day

    Nov 25 - day after Thanksgiving

    Dec 23 - Christmas Eve observed

    Dec 24 - Christmas Eve observed

    Dec 26 - Christmas Day observed

    Jan 2, 2006 - New Years Day observed

Meyer seconded and all voted aye.
