CLAYTON COUNTY BURIAL POLICY

 

CLAYTON COUNTY BURIAL DIRECTIVES TO CLAYTON COUNTY RESIDENTS AND FUNERAL HOMES AS RULED BY THE CLAYTON COUNTY BOARD OF SUPERVISORS

 

Clayton County will provide funeral assistance to people with legal settlement in Clayton County who are indigent through the County Relief Office or Veterans Affairs Office.

 

Clayton County will pay the following for services to be rendered:

Regular Adult Burial$1,500.00
Cremation Burial$1,000.00
Burial of a Baby$500.00
Cemetery Opening & Closing Maximum$350.00 (Summer)
Cemetery Opening & Closing Maximum$400.00 (Winter)

 

This policy will be administered in the same manner in all respects by both the Clayton County Veterans Affairs Office and the Clayton County Relief Office.

 

TYPES AND AMOUNTS OF ASSISTANCE

 

A.    Regular Adult Burial:  Clayton County will provide assistance for a regular adult burial up to and including the sum of $1,500.00.  This amount will cover the following items to be provided by the funeral home:

  1. Removal of deceased from location of death (within a 25- mile radius)

    1. By personnel from a hospital, care facility, or private residence in Clayton County.

  2. Preparation of deceased

    1. Embalming and/or cremation.

    2. Cosmetology,dressing and other necessary preparations and casketing of deceased.

  3. Arrangements

    1. Counseling with Family (if necessary).

    2. Notification of local news media (newspaper obituaries, etc.).

    3. Notification and filing of necessary documents.

  4. Visitation

    1. Use of facilities for 2 hours of visitation prior to the funeral ceremony.

  5. Funeral Service

    1. Licensed personnel, staff, facilities and equipment necessary for a service at funeral home, church, cemetery Chapel, or graveside.

  6. Automotive Equipment

    1. Necessary vehicle for removal of deceased.

    2. Funeral coach for transfer of deceased to cemetery.

  7. Merchandise items to be provided by Funeral Home

    1. Minimum cloth covered pressboard casket

    2. Minimum concrete grave box (if required by cemetery).

The next of kin may purchase the following items from a private vendor and the funeral home operator shall be under no obligation to include these items in a county burial:

 

Flowers, Clergy & Music Honorariums, Clothing & Certified Death Certificates

B.    Cremation:  Clayton County will provide assistance for a

Cremation up to and including the sum of $1,000.00.  This amount will cover the following items to be provided by the funeral home:

  1. Removal of deceased from location of death (within a 25-mile radius)

    1. By licensed personnel from a hospital, care facility, or private residence in Clayton County.

  2. Preparation of deceased

    1. Cremation

  3. Arrangements

    1. Counseling with Family, (if necessary)

    2. Notification of local news media (newspaper obituaries, etc.)

    3. Notification and filing of necessary documents

  4. Automotive Equipment

    1. Necessary vehicle for removal of deceased and transportation to crematory

The next of kin may purchase the following items from a private vendor and the funeral home operator shall be under no obligation to include these items in a county burial:

 

Certified Death Certificates

 

C.    Burial of a Baby:  (0 to 1 year old):  Clayton County will provide assistance for a regular burial of a baby up to and including the sum of $500.00.  This amount will cover all items as stated in paragraph "A" above except A-7 (a & b) which will be a combination vault and casket.

D.    Transients:  Clayton County will provide assistance for the burial of  nonresident indigent transients not to exceed $250.00.

E.      Cemetery Arrangements: 

  1. If the decedent does not have a burial lot already purchased, Clayton County will provide a lot in Clayton County, (cemetery and grave space to be determined by County).  Clayton County will provide for the opening and closing of the grave up to and including a $350.00 summer months’ maximum, $400.00 winter months’ maximum. This cost is over and above the cost of the funeral home services and merchandise.

REIMBURSEMENTS:

  1. Any reimbursements realized from Social Security Death Benefits and Veterans’ Administration Death Benefits, are to be deducted from the Clayton County Assistance obligation when applicable.

  2. Next of kin may purchase additional items from the funeral homes itemized price list with their own monies or from the deceased's monies, if applicable.  These additional items may be purchased up to a limit of $750.00.  NOTE:  These additional items cannot include any change in casket or vault, but must be items from the itemized price list as follows:  additional visitation, family car, casket bearer car, register book, acknowledgement cards, memorial folders, crucifix or cross.

EXCEPTION RULE:

  1. When special and/or unusual circumstances shall occur, the Funeral Director shall obtain approval of the Board of Supervisors, by majority, for approval of extra funds needed, (exp:  transportation, oversize casket, etc.).  After approval is received, a Special Memo Report shall be filed by the Funeral Director with the Clayton County Auditor with the normal filing itemized funeral claims.

CLAIMS FOR FUNERAL PAYMENT:

  1. When all arrangements are made between the Clayton County Agency, (Relief Office or Veterans Affairs), the Funeral Home, and the Family, the Funeral Director shall provide the necessary itemized claim form for funeral payment to be signed by all parties involved and submitted to the Clayton County Auditor for payment.
