Alcohol Compliance Arrest

On December 28, 2012 The Clayton County Sheriff's Office conducted routine alcohol compliance checks. One of the establishments checked was Fennellys’ Irish Pub in Elkader. The youth entered the pub and asked the male bartender for a six pack of beer. The male bartender later identified as Timothy Finley 33 of Elkader and manager of Fennellys Irish Pub, checked the ID and then told the youth that he thought it was a “sting” and proceeded to tell the youth to go into the basement of the establishment because he was going to cause her great physical harm.
Finley displayed what resembled a brown pipe when he threatened her. When the youth failed to go into the basement Finley wouldn't let the youth leave and called her numerous names and threatened her several times during the incident. The youth was finally able to leave the establishment and informed the Deputy.
Deputies entered the establishment and arrested Finley for Harassment 2nd Degree Serious Misdemeanor, False Imprisonment Serious Misdemeanor, and Kidnapping 3rd Degree Class C Felony. After Finley was taken into custody a trooper with the Iowa State Patrol conducted an alcohol inspection of the establishment. The state Alcoholic Beverages Division has also been contacted to review the incident. The Clayton County Sheriff's Office was assisted by the Iowa State Patrol and the Elkader Police Department.
